On December 29, 2029, the Center for Strategic Research under the President of the Republic of Tajikistan, on the base of the Address of the President of the Republic of Tajikistan, held a round table entitled «Information — communication technologies and ensuring political stability of the country in modern conditions». The administration and employees staff of the Center participated and spoke at the conference and discussed the current issues.
The round table was opened by the director of the Center, doctor of philosophy, professor, associate member of NAST Khayriddin Usmonzoda, and taking into account the development goals of our country in the new historical stage, the role of information and communication technologies in ensuring political stability of the country was considered important. It was noted that the main focus of the Leader of the Nation’s Address, Honorable Emomali Rahmon, is the issues of strengthening political stability and ensuring the sustainable development of the country, and the use of information communication technologies is considered one of the important elements of these processes. In particular, during the delivery of the Address, the President of the country, Emomali Rahmon, emphasized that “in these extremely sensitive and turbulent conditions of today, as well as growing modern threats and challenges to independence and freedom, political stability and security of human society all of us are obliged to be patient, tolerant and united, as never before. We have to make every effort to protect our national values, defend the interests of the state and nation, and ensure prosperity of our dear Motherland and development of our sovereign state.”.
In the opening part of the conference, Muhammadzoda P.A., doctor of political sciences, professor, deputy director of the Center expressed his views on the Address of the President of the Republic of Tajikistan on the importance of information and communication technologies in ensuring political stability. It was emphasized that the effective use of information communication technologies and knowledge of the use of modern technology in the direction of the implementation of national interests are the guarantors of the success and unique developments of the state policy.
In the context of the speech of the President of the country, Emomali Rahmon, regarding the complex and disturbing situation of the region and the world and cyber crimes, Muhammadzoda P.A. noted that taking into account the modern situation in order to ensure the security of our country, it is necessary to take effective and timely measures using information and communication technologies.
Then Saidhomid Sharifzoda, the head of the Department for the Study of Regional Security Issues, spoke on the topic «Evaluation of decisions in the direction of ensuring information security» and expressed that taking into account the pressing issues in the Republic of Tajikistan, legal acts and norms for the regulation of information activities in all areas have been regulated. The existence of norms and regulatory documents provides us with the possibility of balanced activity in the world’s complex information system.
Also, Umed Pudinaev, deputy head of the Department of Analysis and Foresight of Domestic Policy, gave a report on the topic «Using the information platform in the implementation of national interests» and expressed that the information space of the Tajik society, which is in the process of rapid formation, is impossible to imagine without the use of information communication technologies. Therefore, the use of the information platform with appropriate modern methods in the direction of implementation of the national interests of the country is considered important.
Further, Shahnoza Nusratova, a leading specialist of the Department of Analysis and Foresight of Domestic Policy, spoke on the topic «Information and communication technology as a means of ensuring citizens’ participation in the political life of the country». She expressed his opinion on the situation of citizens’ participation in the political life of the country through information communication technologies.
At the end, the participants of the conference expressed their views and exchanged opinions on the issues raised.
The director of the Center for Strategic Research under the President of the Republic of Tajikistan Khayriddin Usmonzoda concluded the round table and thanked the conference participants for their valuable analysis and reviews.
